MacOS Catalina gives some new warnings when installing software downloaded from the internet. Apple requires developers to implement some new processes to avoid the warnings; while I'm getting these new processes in place, here's a way to work around the new restrictions.
The first time you run X-Plane after downloading PlaneCommand you may see the following message box:
The PlaneCommand plugin downloaded from planecommand.com has no malware and is completely safe.
To continue, click Cancel. Once X-Plane loads, quit X-Plane. Catalina has blocked PlaneCommand from loading.
To allow PlaneCommand to load, we need to allow the plugin to load.
